I recently saw a documentary film called "Five
Days", about Israel's August 2005 evacuation of settlers
from the Gaza Strip, from the point of views of the settlers and
the IDF troops sent to remove them. One scene took place at a
army press conference - there was a large sign reading
"Eshkol Press Center" - with three flags
next to the podium: IL in the center, a sky-blue flag to the
right (IDF flag), and a darker blue flag to the left with a white
emblem resembling a lighthouse with concentric rings emanating
from it, and I think some writing.

The symbol appears at wikipedia.
It is the flag of the IDF Spokesman Unit which is part of HQ
Operations Wing. It is headed by the IDF spokesman (holding the
rank of Brig.G) and is responsible for the publications of IDF
official statements as well as all connection between IDF
personal with the media. The press center got its name from being
in the area of Regional Council of Eshkol
which is situated on the border with Gaza Strip.
